changing Crystal Frequencies Value?

For PIC there is no difference. Using Atmega324 or Atmega644 at 20MHz may have a slight advantage in latency compared to Atmega32 at 16MHz of course if you adjust Latency and MinScan accordingly. With default values for Latency and MinScan there is no difference.
